Starting at the pit toilet on the top of Sonora Pass Hwy 108, head northbound on the Pacific Crest Trail, ending at the Carson Pass Visitors Center. The route crosses Ebbetts Pass about halfway.  There is good access to water from creeks and lakes, depending on how much snow fell and what time of the season you do this. These passes are a great taste of the different ecosystems you can get throughout the Sierra and there are a lot less people on these sections.
